Shelly grew up in Platte County, Missouri and attended the West Platte R2 school district. She graduated in May of 1998 from Benedictine College with a Bachelor of Arts Degree in Sociology with an emphasis in Criminal Justice. She currently resides in Atchison with her husband and their two children.
In June of 1998, Shelly began working for Atchison County Community Corrections as an Adult Intensive Supervision Officer I. In March of 2001, she added the responsibilities of Program Coordinator for the Operation Freedom Program until the program was no longer able to function due to state budget cuts in October of 2004. In September 2001, Shelly was promoted to an Intensive Supervision Officer II and held that position until May of 2005 when she accepted the position of Director.
The Director is responsible for the supervision of all the services of the Community Corrections agency. These services include the Adult Intensive Supervision for the Kansas Department of Corrections as well as the Case Management and Juvenile Intensive Supervision Programs. All programs are grant funded by the State and are expended in the Atchison community.
